Carol came to Centerforce after a successful career holding several positions with increasing responsibility in providing family and support services for incarcerated individuals. In her most recent prior position as Director of the Osborne Association in New York, she supervised programs in 17 prisons throughout the state, oversaw the Brooklyn and Beacon offices, created and evaluated evidence-based programming and curricula, mentored management staff, and developed relationships with communities of faith. Prior to working at the Osborne Association, Ms. Burton spent 13 years at the Mott Children’s Health Center in Flint, Michigan where she implemented a delinquency prevention program for children of incarcerated adults, became the Supervisor of Prevention Programs, created and ran health programs for teens, and served as the co-Investigator for the country’s first comprehensive program and longitudinal study for children of incarcerated parents (Project S.E.E.K.).
Ms. Burton received her BS and Master of Social Work degrees from Grand Valley State University in Allendale, Michigan. She serves as Board Chair with the Family and Corrections Network in Jenkintown, Pennsylvania, a national association that provides resources, training and technical assistance to governments and organizations working with children and families of the incarcerated.
Julie Lifshay, Ph.D, MPH, Health and Special Projects Manager

Dr. Lifshay currently oversees Centerforce’s Hepatitis Peer Education Program, and the HIV Prevention programs START and Healthy Relationships, in addition to providing broad support agency-wide for program development, research, and evaluation. She brings over 13 years of professional public health experience to Centerforce, which is largely focused on the prevention of infectious diseases and the intersection of prisoners’ rights, social justice, and prisoners’ health. She has been involved in the evaluation and research of many national and international HIV prevention programs. Prior to her work at Centerforce, Dr. Lifshay served as a Behavioral Scientist for the Centers for Disease Control and Prevention and the California Department of Health Services, STD Control Branch as well as working as a Planner and Evaluator for Contra Costa County Department of Health Services. She conducted her dissertation research on the HIV transmission risk of HIV-positive patients who attended the AIDS Support Organization (TASO) in Uganda, Africa. Dr. Lifshay has an impressive portfolio of published articles, posters and professional presentations.
Dolores Lyles, Program Manager

Ms. Lyles directly supervises case managers and project coordinators providing services to those inside, those recently released, and children and families. Prior to joining Centerforce, Ms. Lyles served as the Associate Director of Client Services for the Dr. J. Alfred Smith, Sr., Training Academy in Oakland, California. Through this work, Ms. Lyles established outstanding relationships with the California Department of Corrections and Rehabilitation, local parole and probation departments, and the Department of Labor. Ms. Lyles has over 30 years of experience working with non-profit organizations throughout San Francisco and Alameda Counties. She served as the Interim Executive Director and Program Director for “Big Brothers Big Sisters of the East Bay, Inc.,” and spent six years with Girls Incorporated of Alameda County as the Health & Sexuality Project Manager. Prior to that, Ms. Lyles spent eleven years at the Family Service Agency of San Francisco as the Program Coordinator for the Family Development Center and seven years as a consultant to the Alameda County Office of Education, Court Schools Division.
