- This site provides access to provider bulletins, manuals, regulations and forms for enrolling in the Medi-Cal program. A variety of transactions can also be performed through this site including: recipient eligibility, CMC uploads, checkwrite information and much more.
- What is Medi-Cal?
- Medi-Cal is the California Medical Assistance program, California's version of the federal Medicaid program, authorized by Title XIX of the Federal Social Security Act to provide health care assistance to public assistance recipients and other medically needy individuals.
- Federal and State taxes support the Medi-Cal program. Medi-Cal is not an insurance program. In accordance with federal and State laws, it is the payer of last resort. Therefore, providers shall seek reimbursement from available third party health coverage before billing the Medi-Cal program.
- Individuals with other health coverage policies or plans may be legally entitled to Medi-Cal due to a medical necessity, family, or financial situation. An individual's other health coverage is not considered a financial asset, and, therefore, does not prevent the individual from being eligible for Medi-Cal benefits. However, in order to qualify for Medi-Cal, the individual must agree to report and utilize all other available health benefits. By applying for Medi-Cal, the applicant also assigns all health benefits to the State of California.
- What does Medi-Cal cover?
- Title 22, California Code of Regulations (CCR), Sections 51301-51427 list the scope and duration of benefits covered by the Medi-Cal program. Among those benefits are hospital inpatient, hospital outpatient, medical, dental, vision care, prescribed drugs, and long-term care services. Medi-Cal will pay only for medically necessary care.
